Qadi and Core42 Launch Sovereign AI Infrastructure for Regional Compliance Platform

DUBAI, UAE — January 26, 2026 — Qadi and Core42 announced a partnership to power sovereign AI infrastructure for the Middle East’s first regulatory compliance platform. The deal equips Qadi with cloud and AI capabilities that maintain full UAE jurisdictional alignment and in-country data residency, following Qadi’s pre-seed funding round led by Incubayt in 2025.

Qadi, a Dubai-based compliance platform, transforms MENAT laws, regulations, and policies into AI agents that integrate proactive compliance checks into business workflows for law firms and institutions. The platform handles tasks including contract reviews against local regulatory requirements. Qadi’s workloads will run on Core42’s Sovereign Public Cloud, built on Microsoft Azure and governed by Core42’s Insight application. The partnership scope covers AI compute for sensitive workloads, with deployment timeline aligned to Qadi’s post-pre-seed expansion. Transaction volumes were not disclosed.

Stakeholder Perspective A

“Partnering with Core42 gives us the infrastructure we need to operate confidently at scale. Qadi is doing something distinct. We aren’t just building a copilot; we’re building the engine for compliance automation.”

— Mohamad El Charif, Founder at Qadi

Why it matters: The partnership enables Qadi to bridge legal advisory and AI infrastructure while prioritizing data sovereignty to build client trust in regulated sectors.

Stakeholder Perspective B

“The legal sector has long needed tools that reflect the region’s requirements. Working with Qadi allows us to offer our cloud and AI capabilities to a field that has unique sensitivities around data protection and compliance.”

— Mohammed Retmi, Vice President, Sovereign Public Cloud at Core42

Why it matters: Core42’s infrastructure positions the firm as a critical enabler of responsible AI deployment in MENAT’s highly regulated legal industry.

Industry Context

The MENAT legal industry faces fragmented compliance processes amid accelerating digital transformation. Sovereign AI addresses critical data residency requirements, enabling law firms and financial institutions to scale operations efficiently while maintaining alignment with regional regulatory frameworks. The UAE’s strategic investment in AI infrastructure positions Dubai as an emerging hub for legal technology innovation, with Qadi targeting end-to-end workflow automation for the region’s law firms.

The partnership reflects broader momentum in MENAT’s sovereign cloud adoption, where organizations in regulated sectors require jurisdictional control over sensitive data while accessing advanced AI capabilities.

Looking Forward

This partnership advances Qadi’s commercial rollout to meet growing MENAT demand for AI-enabled compliance services aligned with local data governance standards.
