Dubai Launches SME in a Box to Speed SME Setup Across Payments, Banking and Logistics

Dubai’s Department of Economy and Tourism (DET) has launched SME in a Box, a new platform designed to help entrepreneurs start and run businesses faster by bringing licensing support, banking, digital payments, logistics, telecommunications and other operating services into a single entry point.

The initiative was announced on June 4 and launched with 18 private-sector partners spanning financial institutions, payment providers, logistics companies and business-service platforms. The initial roster includes Emirates NBD, Commercial Bank of Dubai, Abu Dhabi Islamic Bank, Network International, Paymob, Ziina, Qashio, Mamo, Tabby and Arab Financial Services, alongside telecom and logistics providers such as du, Aramex and DHL.

According to DET, the partner offers are expected to unlock more than AED 80,000 in potential value per business across core operating services, depending on the solutions activated. The department also said founders who activate banking and payment solutions through the platform could save up to 200 hours that would otherwise be spent sourcing providers, comparing offers and completing separate onboarding processes.

DET said some digital-first services, including payments, logistics and telecommunications, can be activated in as little as 24 hours through integrated onboarding and automated eligibility checks. More complex services, including corporate banking and licensing approvals, will still follow standard regulatory requirements, but with coordinated pre-validation intended to reduce administrative delays.

The platform will roll out in phases, beginning with core business-enablement services. Over time, DET said SME in a Box will integrate with Invest in Dubai as a unified digital entry point for business setup and operations. It will also sit within Dubai Founders HQ, the city’s founder-support platform, which says Dubai’s startup ecosystem is valued at more than US$51 billion and has recorded more than 2,000 completed funding rounds.

Significance: The launch turns SME setup into a financial infrastructure story rather than a pure licensing exercise. By combining business formation with payment processing, banking access and operational onboarding, Dubai is positioning fintech and service providers as part of the default setup stack for small businesses rather than optional add-ons after incorporation.

That model could strengthen the commercial role of UAE-based payment and fintech platforms in the earliest stages of company formation, particularly for founders looking to move from registration to revenue more quickly. It also reflects a broader policy shift toward linking entrepreneurship support with embedded financial and operational services inside a single workflow.
